Contract Summary
2020-159 Annual Contract for Printing and Mailing of Absentee Ballots with a vendor that can print and mail absentee ballots by mail
MINIMUM REQUIREMENTS:
A. Must be a Printer Registered with the Texas Secretary of State at the time of submission of the proposal, as shown in the SOS website page of Printers Registered with the Secretary of State: (http://www.sos.state.tx.us/elections/laws/printers.shtml)
B. Must be capable of printing and mailing up to 200,000 ballots completed within five (5) business days from receipt of order.
C. The vendor must use the ballot paper recommended by HART Intercivic for Absentee Ballots by Mail.
D. The vendor must use the envelopes (both outgoing and returning) designed and approved by Tarrant County. See exhibits A, B, and C.
- Mailout Envelope (Exhibit A) – 24# green paper; size: 6” x 9½”, with window size 1¾” x 4”, open side, diagonal seams, commercial full gum flap.
- Addressed Carrier envelope with Intelligent Mail Barcodes (Exhibit B) – 24# canary (yellow) paper; size: 5⅞” x 8⅞”, no window, open side, side seams, square full gummed flap.
- Secrecy Ballot envelope (Exhibit C) – 24# gray medium paper: size: 5¾” x 8¾”, no window, open side, side seams, square full gummed flap.
E. The vendor must be capable of printing, inserting and mailing ballots 11, 14 or 17 inches in length. All ballots printed will be 8.5 inches wide.
