Contract Summary

This contract includes services for the use of Psychological/Psychiatric/Psychosexual evaluations as supervision tools for offenders/defendants.

I. STANDARDS FOR SERVICE

A. VENDOR ACCESSIBILITY

1. The VENDOR(s) shall provide a single point of contact for the services identified in the RFP. CSCD reserves the right to speak with other individuals associated with the VENDOR(s) including, but not limited to, subcontractors.

2. The VENDOR(s) shall provide documentation in their response to this RFP if they will be entering into sub-contractual relationships or partnerships for the provisions of any services requested in this RFP. This documentation shall include the name, address, and contact person of the potential subcontractor.

B. PSYCHOLOGICAL/PSYCHIATRIC EVALUATIONS

1. VENDOR(s) will provide, at CSCD’s request, Psychological/Psychiatric Evaluations of individuals either under CSCD’s supervision, or who have pre-sentence investigation reports pending, including clinical interviews, such tests as may be appropriate and written evaluations of offenders/defendants based on the interviews and tests.

2. The evaluations must include recommendations based on the interpretations of evaluation findings in relationship to the offender’s/defendant’s current, historical, and future functioning needs. The evaluation report shall be presented to CSCD in a summary format addressing the following areas:

a. Clinical Diagnosis using the Diagnostic and Statistical Manual Criteria.

b. Intelligence Quotient (to include explanation of distribution of subtest scores), indicated grade level competency and level of functioning, or an estimation thereof.

c. Offender’s/defendant’s ability to understand rules of community supervision and his/her ability to function under supervision and in the community.

d. Overview of personality profile characteristics and behavior patterns.

e. Offender’s/defendant’s risk of violent and/or compulsive behavior.

f. Recommendations for appropriate type of therapeutic intervention.

g. Offender’s/defendant’s potential for success in therapeutic intervention.

h. Estimate of offender’s/defendant’s employability.

i. Estimation of offender/defendant malingering.

j. Recommendation for additional testing or evaluations (if needed).

k. Additional technical or supportive information the VENDOR(s) feels appropriate to include.

3. This written evaluation will be signed by VENDOR(s) after conducting the clinical interview and interpreting all of the findings of the test(s) administered and other information obtained.

4. A designated CSCD representative shall contact the VENDOR(s) by phone to schedule an evaluation. This evaluation appointment shall be no more than seven (7) calendar days from the initial date of contact by CSCD’s Representative. VENDOR(s) shall provide the written report to CSCD within seven (7) calendar days following the conclusion of the testing and evaluation process. VENDOR(s) shall indicate the number of days needed to schedule appointments and provide reports to CSCD.

5. VENDOR(s) shall indicate the fee to be charged for providing to CSCD the Assessment services listed below:

a. Intelligence Testing – Comprehensive

b. Intelligence Testing – Brief

c. Clinical Interview

d. Psychiatric Exam

e. Recommended Batteries of Psychological Tests – each provider can recommend any and all psychological tests they think are needed.

f. Services provided in jail – Provided upon request of CSCD or the Judiciary.

 

C. PSYCHOSEXUAL EVALUATIONS

1. VENDOR(s) will provide, at CSCD’s request, Psychosexual Evaluations of individuals either under CSCD’s supervision or who have pre-sentence investigation reports pending, including clinical interview, such tests as may be appropriate and written evaluations of offenders/defendants based on the interviews and tests.

2. The evaluations must include recommendations based on the interpretations of evaluation findings in relationship to the offender’s/defendant’s current, historical, and future functioning needs. The evaluation report shall be presented to CSCD in a summary format addressing the following:

a. Overview of offender’s/defendant’s age/gender/control preferences.

b. Deviant or abnormal arousal levels clearly defined as such.

c. Possibility of dissimulation clearly defined as such.

d. Overview of offender’s/defendant’s personality characteristics and behavior patterns in his/her relation to sexuality and sexual acting- out.

e. Offender’s/defendant’s risk of violent, compulsive and/or predatory sexual behavior.

f. Recommendation for appropriate type of therapeutic intervention, including chemical intervention.

g. Offender’s/defendant’s potential for success in therapeutic intervention.

3. This written evaluation will be signed by VENDOR(s) after conducting the clinical interview and interpreting all of the findings of the test(s) administered and other information obtained.

b. Plethysmograph (including clinical interview).

c. Abel Assessment of Interest in Paraphilia.

d. Psychosexual Evaluation

e. Recommended Batteries of Psychological Tests – each provider can recommend any and all psychological tests they think are needed.

f. Services provided in jail – Provided upon request of CSCD or the Judiciary.
